How to get a building permit in Houston, BC

Step by step in Houston

   Confirm zoning before anything else

   Check the property's zone, setbacks, height and lot coverage, and whether it sits in a Development Permit Area. If it does, that approval has to come before the building permit — Houston won't issue until land use is settled.

   Work out which permits you need

   Structural work needs a building permit from District of Houston. Electrical and gas are separate and are issued by Technical Safety BC — the District's own page states any additions/alterations to electrical and gas systems require a permit from the BC Safety Authority (now Technical Safety BC). Plumbing is usually part of the building permit.

   Prepare drawings and documents

   District of Houston asks for: Building Permit application form + application fee (obtained at District Office); Site plan and building drawings (reviewed against Building Regulation Bylaw and BC Building Code); Contact the Building Inspector early to confirm zoning, setbacks and restrictions; 24 hours notice required to book inspections; inspections Mon–Fri; Separate electrical/gas permit from Technical Safety BC for those systems; Note: minor plumbing repairs, roofing, asphalt/concrete surfaces and interior fixture swaps do NOT require a District permit.

   Submit your application

   In person / email — Building Permit applications obtained and submitted at the District Office during office hours; no online e-permitting portal. General email doh@houston.ca

   Pay the permit fee

   Fee calculated on value of construction (per Building Regulation Bylaw); no published flat schedule online — confirm with Building Inspector. Confirm the current schedule with Houston before you budget.

6. 6

   Plan review, then build to inspections

   The building department reviews against the BC Building Code and zoning; answer any comments quickly. Once issued, post the permit on site and book inspections at each stage — footings, framing, rough-in, insulation, final. Don't cover work before it's inspected.
